Community Based Tank Management Project ( APCBTM P ) , Anantapur – Selection of Support Organisations - and Requested for Reconsideration –Reg ******* With reference to the subject cited above we bring to your kind notice that the Andhra Pradesh Community Based Tank Management Project (A.P.C.B.T.M.P) is bilateral project of World Bank & Govt. of India , where 75 % fund is funded by World Bank as loan & 25 % fund is funded by Govt. of . India as Grant to State Government and is being implementing through I & CAD , Govt. of A.P., Hyderabad . APCBTMP is being implementing in identified 212 M.I. tanks of 27 mandals in the district . The Penukonda , Minor Irrigation Division as dedicated division for District Project Unit with Executive Engineer as the District Project Director with Asst. Project Directors ( Outsource) and Technical staff . The Support Organizations ( NGOs ) plays vital role in strengthening of Water User Associations , preparation of Tank Improvement and Management Plans with the cooperation of District Project Unit & Water User Association . The District Collector as the Chairman of this project along with 16 District Level Implementation Committee members . In this regard the Support Organisation were supposed to be empanelled in a systematic process like which is clearly explained in the Project Implementation Plan ( PIP – Page Nos ; 156 to 161 ) , circulated by Irrigation & CAD Department ,Govt.of A.P., ,enclosing the copies for your kind perusal . Sir as we come to know that the District Project Director , Asst Project Directors were over looked the process , they have not visited the organization offices , they have not under gone , verified the NGOs submitted copies , they have not allotted the marks accordingly , every thing they kept in secret over 6 months .They identified the NGOs which are below grade , does not have any experiences in the concerned fields , offices, infrastructures and etc., They have allotted as they wish , who will nod their heads for them . Sir the selection process supposed to be completed last three months back but they did not do so because the previous collector , scolded them very seriously , warned regarding their behavior , work , misleadings and etc., they did not approach after that incident . They are very smart enough to act , waited for time and hope misguided , mislead , kept the selection process very secret and shortlisted the NGOs accordingly . In this connection we would like to request kindly do needful help by reconsidering the NGOs selection based on process orientation , marks allotted with supporting documents with transparency and safe guard the project objectives for better implementation of the activities in the drought prone district . Community Based Tank Management has been implementing in nearly 212 M.I. tanks in 27 mandals of Anantapur district through the District Project Unit ( DPU ) based at Penukonda , I.B. Minor Irrigation Division as dedicated division . As we have to know that the District Project Unit , has been malpracticing and misutilising the APCBTMP funds as follows Regarding component –I Strengthening, Capacity building , Institutional Development of existing Water User Associations ( WUAs ) through trainings , workshops , exposure visits etc., supposed to be expensed nearly Rs 40 ,000/ Tank according to TIMP document . Where as so far they have given hardly Rs 1000/ tank only to S.O.s at an average ,where as DPU claimed nearly Rs 5000 to 6000 / Tank( i.e for 100 tanks phase –I nearly 5 to 6 lakhs rupees )by submitting fake bills to PAO and misutilised the amount which the SO supposed to expensed for WUAs . Likely the for each Tank Improvement and Management Plan ( TIMP ) preparation , the Support Organisation supposed to get Rs 7000/ TIMP , which is for PRA practices, data collection , documentation , printing and binding etc.,. Though we have submitted the targeted TIMPs to the DPU last 6 months back ,they have not paid amount to 8 S.O s till today . As we come to know that the DPU have drawn the amount for 50 TIMPS ( i.e. 7000x 50 = Rs 350000 ) and misutilised the amount . As we are asking they are saying they do not have the LOC for this TIMPs preparation. Likely we spent the amount for Wall writings, Social Audit boards , where we did not receive single NP., from DPU . Regarding component –II , the WUAs were implemented the WUA works ,which are below 5 lakhs , they supposed to get the mobilization advance of 40 % ( i.e. Rs 2 lakhs) of the wua work , where the Department as has taken nearly 30 to 40% in their amount alone as percentage of WUA work . There are lot off misutilisations in component -III , this amount supposed to be utilized under Agriculture Livelihood Support Services ( ALSS) the misleadings are likely The main misutilisation in the Kissan Melas , where the DPU suppose to spent Rs 10,0000/ Kissan mela through S.Os and line departments like Animal husbandry , agriculture Here the DPU has paid hardly Rs 1000/ kissan mela for S.Os and they did not involve the department authorities at all , and claimed the entire amount of Rs 10000/ likely they misutilised , corrupted nearly Rs 9lakhs for 100 tanks ( 9000x 100 = 900000) through fake bills submission . Likely the DPU has misutilized the amount in Demonstrations , Input to farmers , field studies either WUA,s or S.O ‘s does not know how much amount is being sanctioned allotted or paying to the farmers , there is no transparency at all . Even in Social forestry , fisheries also the DPU misutilised lakhs of rupees with out informing to WUAs or S.O. or S.O. Staff . The DPU staff has been provided three vehicles for regular transportation , visits of WUAs . Though two years have been passed they did not visit all the allotted tanks single time atleast because the three vehicles have been provided kept for hire by the DPU Staff itself in binamy names ( by SO staff names ) , where they are claiming Rs 17000/ month /vehicle unnecessarily . It shows that the District project Director Mr. Munivenkata Reddy , Mr. Sridhar babu ( I.D ) & Mr. Bhushankar ( Agri Extn ) and Other Accounts staff particularly are being misutilising APCBTMP funds in each component as they find . They have been keeping all approvals very secret , even they issued the component wise expenses sheet only at the time TIMP submission only to S.O. Staff . The third party monitoring people like A.F.C ( Agriculture Finance Coorporation – Hyderabad ) have been visiting regularly and even they did not comment , enquire about the financial matters , utilizations , sanctions etc. with S.Os In this regard we would like to request kindly take necessary measure ,actions on this issues particularly and try to safe guard the APCBTMP objectives in our district . You are also requested to arrange the long standing pending TIMP , trainings , wall writing bills from DPU as early as possible. I am given statment on 09-09-2010 against G.Sampath rao, APD-AGE and Sri C.Mahender, I/c.DPD about theire fruadings in person at PMU office. Again i am submitted the complaint against G.Sampath Rao, APD-AGE and Sri C.Mahender, former I/c.DPD, DPU-Nizamabad in online petition with reference No.39 & 40, Dated: 12-05-2011 about theire fruadings, but till date this complaint not resolved by the PMU and above said persons enjoying with APCBTMP commissions. Since inception even one acre of ayacut not stabilized by the project officials & Support Organization and not created the awarness among stake holders and Water User Associations(WUAs) theire sustainability but 3.5 crores bills passed to works and 1 crore expenditure icured to ID and ALSS, Adminstration components. The account section officer ready to pay the 13 months backlog payments to Support Organization with forgery signatures of SO staff and in complete TIMP activities and other project activities ap per project life cycle and theire agreement clause. Sir one thing clarify that NSOs selection is completed and backlog activities handover to the NSOs for completion , why the Senoir Assistant of APCBTMP, Nizamabad intreseted to pay the 13 months salaries of Suuporting organizations. Hence i am requesting you sir please conduct detail enquiry on above said persons and Supporting organizations and recover the total amount where they missutilized and save the governament money as earlier as possible. But at the same time it was ridiculous to see the list of the NGOs selected, most of whom are, incomparable to our NGO either in terms of experience, qualification, profile or by any other development yardstick / criterion. So, I challenge the selection process regarding Anantapur dist., which seems to be biased for unknown considerations. I wonder how the set project objectives would be achieved with this kind of inexperienced NSOs. It is painful to know that an NGO which is no match to our NGO was selected to work in the Bhairavani Thippa Project area, which falls in our project area where we are working since 31 year and having a Training Center and Office and implementing different development projects. I don't understand in what way it is rational to import a junior most and inexperienced NGO who is baseless in the ayacut area where he is supposed to strengthen WUA for better water management. But at the same time it was ridiculous to see the list of the NGOs selected, most of whom are, incomparable to our NGO either in terms of experience, qualification, profile or by any other development yardstick / criterion. So, I challenge the selection process regarding Anantapur dist., which seems to be biased for unknown considerations. I wonder how the set project objectives would be achieved with this kind of inexperienced NSOs. It is painful to know that an NGO which is no match to our NGO was selected to work in the Bhairavani Thippa Project area, which falls in our project area where we are working since 31 year and having a Training Center and Office and implementing different development projects. I don't understand in what way it is rational to import a junior most and inexperienced NGO who is baseless in the ayacut area where he is supposed to strengthen WUA for better water management. In spite my representation to the honorable SPD, we did not get any justice. So I request for an inquiry in this matter and and do justice. With reagards.... Khasim,President of Mass Education |
